To protect the content of Sony PSP UMD discs, a robust copyright protection system has been developed which utilizes a combination of a unique disc ID, a 128 bit AES encryption keys for the media, and individual ID for each PSP hardware unit. That's where PSP Mod-Chips come into play. To unlock region lock you will have to add a modifications chip to the psp similar to the PSX and PS2 mod chips available today. It will be challenging for ModChip manufactures to come up with a chip design that could fit inside the PSP. There are speculations that Sony will not implement Region blocks for PSP games. Nintendo Gameboy has never had region blocking for its games do to the nature of potable gaming. You should be able to purchase game in any country of the world and play them on your PSP - its portable so you are expected to be traveling with it and limiting people to only one country say USA or Japan would be bad for business.

Sony has chosen not to use CD / CD-R or DVD-R on the new portable handheld device to try to make it impossible for users to make ps portable game back ups and illegal copies of the psp roms.
